Navigating the D7 Programme: A Guide to Moving to Portugal

by Aaron & Virginia Bond

The D7 Programme is a fantastic opportunity for pensioners, retirees, and foreign citizens with stable income to move to Portugal. This visa program allows individuals to relocate to Portugal, provided they make an investment, such as acquiring accommodation, with income obtained from their country of origin. Here’s a step-by-step guide to help you apply for the D7 Programme and make Portugal your new home.

Step 1: Acquiring a NIF Number and Portuguese Bank Account

Before you can settle in Portugal, you must obtain a Portuguese tax number (NIF) and open a bank account. The NIF is your personal Portuguese tax number, essential for carrying out fiscal activities in Portugal.

NIF Number**: Visit a Finanças office with proof of address from your country of residence. You can delegate this task to your lawyer (via Power of Attorney) if you’re not yet in Portugal.

Portuguese Bank Account**: Head to a bank with your passport, NIF number, Portuguese phone number, proof of residence in your home country, and proof of income to open an account.

Step 2: Find Your Accommodation

Next, you need to search for and purchase a property that fits your needs. Owning a property in Portugal is a requirement for the D7 Programme and serves as evidence of your commitment to relocating.

Step 3: D7 Visa Application at the Portuguese Consulate.  Once you have your NIF number and bank account, and have identified your accommodation, the next step is to apply for the D7 visa at the Portuguese consulate in your region.  Schedule an appointment online and prepare the following documents:

  1. Passport: Valid for at least six months beyond the expiry date of the D7 visa
  2. Photos: Two identical passport-sized photos with a blank background.
  3. Declaration: Outlining your reasons for seeking Portuguese residency.
  4. Health Insurance: Coverage for all medical expenses in Portugal.
  5. Criminal Record Certificate: From your country of residence or where you’ve lived for more than a year.
  6. Travel Insurance:  Covering your stay until your health insurance kicks in.
  7. Evidence of Property: Proof of having accommodation in Portugal.
  8. Proof of Finances: Sufficient funds available in your Portuguese bank account.
  9. Proof of Income: Documentation of regular passive income, such as pensions, amounting to at least €7,200 for the applicant, plus 50% of this amount for a second adult, and 30% for each dependent child.
  10. Bank Statements: Six months of statements to demonstrate financial stability.

Step 4: Applying for a Residence Permit in Portugal

After receiving your D7 visa, you can enter Portugal. The D7 visa allows for a maximum of two entries and permits you to stay in Portugal for up to four months. During this period, you must apply for a residence permit. For this application, you will need:

  • Passport with D7 Visa: Issued by the Portuguese consulate.
  • Evidence of Property: Proof of your accommodation in Portugal.
  • Proof of Finances: Sufficient funds available in your Portuguese bank account.
  • Health Insurance: Valid coverage in Portugal.

The D7 Programme is an excellent pathway for retirees and individuals with stable income to enjoy the charm and lifestyle of Portugal. By following these steps and preparing the necessary documentation, you can successfully navigate the process and make Portugal your new home. Embrace the adventure and enjoy all that this beautiful country has to offer!
